Fixed mislabeled Census Menu
which indicated 1940 instead of 1840. Also, fixed a bug the
caused all menu items to display the same Bradford Census.
Reformatted Eldred 1860 Census for easier navigation and clarity. Removed some invalid email links.

it displays just as text, or doesn't display a verification date, we
haven't gotten to it yet. Names
