Francis E. Tinsley, 62, of 722 Paul Street, was dead on arrival at St. Francis Hospital today of an apparent heart attack. He was born in Spencer, Nebraska on May 21, 1910 to Marion Henry and Mabel L. Crowe Tinsley. He is survived by his wife, the former Mary Rowland, when he married Dec. 8, 1933, and a daughter, Mary Jane Leaghty, both of New Castle; two sisters, Helen (Mrs. William) Mansfield of New Castle, and Jean (Mrs. Bill) Campbell of New Wilmington and two grandchildren. Burial in Oak Park Cemetery.
