Pittsburgh, Sept. 19 -- Secreatary Foster, of the steel workers' national committee, said today that several independents are negotiating agreements with their workers and have already signed. Among those he mentioned were the H.M. Byers Co., Reading Iron Co., and the Trumbull Steel Co. These, he asid, had closed agreements with the Amalgamated Association.
